Is he interested? should i make the first move?

Sounds like he has a lot going on that you don't really know about. Well he likes you otherwise he wouldn't ask you out. And you like him, that's good. For now I think you should trust him and just wait for him to make the move and actually act on what he says. It sounds like he can talk, but you haven't really seen any action yet.
